Explain the concept of E-governance. How it is different from E-government

E-Governance refers to the use of information and communication technology (ICT) by government bodies, businesses, and civil society to interact with citizens, deliver public services, and improve governance. It includes a broader range of interactions, covering all aspects of government functions and the citizen’s engagement, with the aim of making government more accountable, transparent, and efficient. E-Governance allows for participation, improved service delivery, and information access across different levels of society.

E-Government, on the other hand, is a subset of e-governance, focused specifically on the use of ICT by government bodies to streamline administrative processes and provide services directly to citizens, businesses, and government employees. It primarily deals with the digitalization of government services and making them available online (e.g., tax filing, obtaining licenses, etc.).

Key Differences:

  1. Scope:
  • E-Governance has a wider scope, involving citizens, businesses, NGOs, and government.
  • E-Government focuses mainly on internal government operations and its direct service delivery.
  1. Objective:
  • E-Governance aims to enhance the overall governance process, including citizen participation and societal impact.
  • E-Government aims to make government services more accessible, efficient, and cost-effective.
  1. Interaction:
  • E-Governance covers interactions between government-to-government (G2G), government-to-citizens (G2C), government-to-business (G2B), and vice versa.
  • E-Government typically focuses on interactions like G2C, G2B, and G2G but is more transactional in nature.
  1. Involvement:
  • E-Governance involves multiple stakeholders, including public and private sectors.
  • E-Government is mostly confined to public sector operations.

Thus, while E-Government is a tool for improving governance, E-Governance is the broader framework that defines how technology is applied for governance transformation.
